What does the outdoor AC unit actually do?
The outdoor AC unit's job is simple: get rid of the heat your air conditioner already pulled out of the house. Warm refrigerant gas arrives from indoors, a compressor squeezes it hot, and a fan pulls outside air across its coil to carry that heat away before the cooled refrigerant heads back in to do the job again. Most people call the whole box 'the condenser,' though that's technically just one part running inside it.
An Exit Door for Heat, Not a Cooling Source
It's tempting to think of the box sitting in the yard as the air conditioner itself. It isn't, not on its own. That outdoor cabinet doesn't cool a single cubic foot of air inside your home. Its whole purpose is getting rid of heat that was already collected indoors and carried out to it, one refrigerant trip at a time.
That's also the answer to why it has to sit outside in the first place. Heat pulled out of a house has to go somewhere the house doesn't want it back, and that takes open air to dump it into. A closet or a garage corner won't do. The unit needs a steady supply of fresh air moving across it, which is exactly why it lives in the yard instead of tucked away next to the water heater.
What's Actually Running Inside That Cabinet
Three things are doing the real work in there, and each one has a single job. The compressor's job is to squeeze refrigerant vapor down hard enough that its temperature climbs above whatever the outdoor air happens to be that day, since heat only moves from hot to cold, and the refrigerant has to be the hotter one to let go of anything once it's outside. The coil's job is to give that heat away: spread through thin metal fins for surface area, it lets the hot refrigerant shed its heat into passing air and condense back into liquid. The fan's job is simpler, just pulling enough outdoor air across that coil to carry the heat off, which is why the air blowing off a running unit always feels warm if you stand near it.
The compressor and fan run on line voltage, and some of what sits behind that access panel can hold a charge even with the unit switched off. That's not a homeowner repair area, and it was never meant to be. What is worth a homeowner's attention is everything on the outside of that cabinet: the fins, the base, and the open space around it that lets the fan actually pull in clean air.

An unfamiliar new noise, a unit that keeps running without the house ever quite catching up, ice forming along the copper line, or a fan that isn't spinning when the system is supposed to be cooling are all the outdoor unit's way of flagging that something in that loop isn't doing its job.
A unit that looks fine from across the yard can still be struggling on the inside, low on refrigerant or drawing more current than it should, and that's not something to diagnose from a lawn chair.
